The Correct Answer given is A and my answer is B . Having an iterative approach will help to to define high level scope and then things can be developed in small iterations . C and D is not making senses based on the given scenario. Question does not mentions if they have tight budget or enough money to Contract Third party company to define scope .So not sure how A becomes the right answer .

The question scenario mentions its multiphase project with heavy inter dependencies across phases, however we do not know if iterative will fit in to nature of the project, for e.g if its a construction project you cannot afford to learn from partially build structure and dismantle and build new from scratch.
Also we should focus on 'A company is struggling to define the scope ' so there is a help that organization (stakeholders) need in formulating the scope,
