FP-EPA what if inflation decreases

In a Fixed Price with Economic Price Adjustment Contract what happens if the Dollar Price goes down or labor rates decreased or interest rates are decreased? Does the buyer will decrease the price? Meaning seller will get less money than the initially agreed upon?

How important is to read ANNEX A1 which is starting from PAGE 417 PMBOK

All process are Showing only inputs and outputs? Friend of mine says most of the questions are picked from this ANNEX. Would you agree?

I see some the meaning of it in wiki.
