Can you help understand what could be the correct answer and why?

How should the project manager develop the work breakdown structure (WBS)?
• A. Validate the scope and ask the experts to subdivide the deliveries into smaller components.
• B. Validate the scope and ask the experts to use a bottom-up approach to group the subcomponents.
• C. Perform requirements gathering sessions with the stakeholders and develop the WBS together with the experts.
• D. Update the assumptions log and ask the experts to break down the high-level requirements into work packages.

We can start with understanding what is Work Breakdown structure
Work Breakdown Structure (WBS). A hierarchical decomposition of the total scope of work to be carried out by the project team to accomplish the project objectives and create the required deliverables.
So it has more to do with the understanding of the requirement and make it visual so all stakeholders can look at it. It can be used for validation later but has not made during scope validation rather we make it to understand the scope.

So in my view "C"
C. Perform requirements gathering sessions with the stakeholders and develop the WBS together with the experts.
Is the best choice.
