Practice Test - People Domain - Q5&42 - Learning & Development of The Team

Question 5 - One of the team members suggests that we should allocate two weeks in three months for the learning and development of the team. What would be your response to this situation?
Answer C - Share him learning is a regular activity as part of doing work
Solution - You need to maintain a sustainable pace for regular learning activities; it should not be in on-off mode. Apart from project work, there is a need to focus on regular team learning, you need to allocate time as part of regular project work to meet changing market needs.

Highlights - (1) It indicates that learning should not be on-off mode - I understand that work should continue with learning hand in hand, no special break for learning (2) It also indicates we need to allocate time for learning - does that mean break from work for training?
Even answer to Q42 (below), it explains that we need to allocate time, which is a little contrary to Q5 answer

Question 42 - The project team has been working under work pressure for six months and not getting time to upgrade to new skills. Your current project does not need new skill but this project will finish soon. What should be your approach to skill upgradation?
Answer B - Allocate time to upgrade skills for a regular basis
Solution - Project Manager always strives to improve knowledge and skills of team members to increase their ability to complete project deliverables while lowering costs, reducing schedules, and improving quality. Apart from project work, there is a need to allocate time to upgrade skills on a regular basis. You need to maintain a sustainable pace for regular learning activities, so that team is updated for the changing situations.

The way i see these two question is
The first one is saying how we plan the learning activities and the second one is saying if you have not planned it for long what do you do now?

So the idea of agile and scrum is we work in the cycle of two weeks iterations and each iteration should have some plan allocated to learning, it is not a good idea to create separate learning Sprint/iteration where the full weeks are gone without producing product increment, so we need to do incrementally.

In the second one its clear we did not do much while running iterations and now we have some opportunity to enhance skills , so we do special work or focus on developing skills now.
