phrase terms of reference (TOR) is sometimes used when contracting for services. Similar to the procurement
SOW, a TOR typically includes these elements:
- Tasks the contractor is required to perform as well as specified coordination requirements;
- Standards the contractor will fulfill that are applicable to the project;
- Data that needs to be submitted for approval;
- Detailed list of all data and services that will be provided to the contractor by the buyer for use in performing the
contract, if applicable; and
- Definition of the schedule for initial submission and the review/approval time required.
in my 28 years of career I have not used a separate TOR document, rather it was always embedded in the SOW and Frame agreement

TOR is more related to consultancy and professional services. SOW (statement of work or scope of work) belongs to Goods and Works.
