Configuration Management Plan

When going through an article by izenbridge about Configuration Management, it outlines the following:

Configuration Planning tells us the following:

What all project items are configurable (Configurable Items CIs)
Which all items (say Scope Statement, WBS Dictionary) needs, formal change control
And, what would be the process of controlling changes to these items?

I was of the view that Items such as docs/artifacts which require change control to be applied are outlined in Change Management Plan however, the above advises that it is a part of Configuration Management Plan - could you please advise on the following to bring some clarity:

1. Which subsidiary plan under PMP enlists the items that require formal change control procedures to be applied?
2. Can we safely assume that all the Configurable items enlisted under Configuration Management Plan automatically require formal change control?

The way PMBOK looks at it , Change Management Plan is Subset of Configuration Management Plan, and we can simply assume they both go hand in hand. It is safe to assume that if any document needs CR to change it is managed in Configuration Management System.
