My understanding is Skill development would be a continuous process with preferred option being On the Job Training. Separate Time Window for Training should be the second best choice. Hence, will option d be a better choice in this scenario.

In general we should as PM allocate time for development on regular basis, as you pointing out, in this case the indication is that project is about to finish, so you may not be able to do planning for your area of work at the same time you should encourage the team to keep learning, and that's may D as safe choice

In this question D looks better since B is just focusing on explaining the importance of new learning rather than doing it.

The previous question was saying lets find a way to continuously focus on learning.
Again if choices are so close, it will not be possible for us to know with 100% surety which one will PMI will consider is right, so we can live with some amount of uncertainty in questions.
