Kick Off Meeting

After the project charter is approved, a kick-off meeting is held. Six months into a project, the project team welcomes in new members and sets up another kick-off meeting. Three months later, a third kick-off meeting is held. One of the new team members asks why they are having a kick-off meeting after the project has been underway. What is the most-likely reason for a third kick-off meeting?
• Each time new team members are brought on a kick-off meeting is held.
• Kick-off meetings can be held at any convenient point in the project.
• The project is now entering a new phase.
• The project-sponsoring organization wants to welcome a new customer to the project team.

I choose option A, however the answer is option C. The question does not mention anything about entering new phase, so why is option C correct?

Since you have confusion between A and C lets discuss that.
Agree that there is no mention of project entering into new phase,
However option A which says every time a new team members re onboarded a Kick off meeting is held is not true, if there is a sizeable number of Project team members onboarded and PM wants to have a kick off PM can, however its not mandatory.
Option C is not an ideal answer however form the choices given it is the best choice.
