Omitting Legal requirement by Stakeholder

Q: During a highly-regulated project, the project sponsor and a high-level executive have asked for changes that appear to disregard legal requirements. What should be the first step in the project manager's response?

a. Immediately schedule a meeting with the stakeholders to review the situation.
b. Send the change control board (CCB) a change request.
c. Check with the organization's relevant legal practitioner for guidance.
d. Review the organization's lessons learned database for precedents and direction.

The answer shown is (c) ; However, shouldn't it be (b) where once the CR is submitted to CCB, the legal implications will be assessed with legal practitioner under the "Impact Analysis" (one of the steps of Perform Integrated Change Control)?

The project is highly regulated and question mentions that it seems like legal requirements were ignore, in such cases, it is always good to check with legal experts,
When we send CR to CCB it has to have holistic impact analysis done and hence its essential to get expert legal opinion
