We don't think that the Project Manager can decide on his own about the process; he is expected to work with stakeholders and ask for agreement. So we look at the other two options

D. Raise a Change Request

Tailoring is necessary because each project is unique; and it should address the competing constraints of scope, cost, etc. The issue is about process customization.
