Based on the PMI Guide to Business Analysis, Page no 410:
Requirement package is a set of product information that is used to communicate information about the solution ar point in time (e.g., At the end of a phase or iteration)
Requirements which are approved are called requirement baseline., these approved requirements are implemented and used as a reference point for monitoring.
A Requirement package can also be approved and becomes baselined requirements.
The primary goal of Requirement package to represent requirements which are understandable to stakeholders and the goal of requirement baselining is to come up with approved requirements which can be used for execution and monitoring.
