Sorry for the delay in the response, I was on holidays.
Have you gone through the following video from the course: 9. Recommend Actions to Address Business Need from Need from chapter 6 "Need Assessment"
It has a detailed elaboration of the conceit. Let me brief here:
We need to do a feasibility study for all proposed options and need to filter them based on various feasibility - operational, technical, cost-effectiveness and time feasibility
Options are eliminated if they are not feasible on above factors. If at last, we get only one option as feasible, it is also a viable option and it is going to be selected.
If not, we can use a weighted ranking matrix to understand most viable option to select one and to eliminate others.
We do detailed cost-benefit analysis only for last option which is not eliminated and proven to be feasible.
