Stakeholder Management

Ques. A particular stakeholder has been requesting many changes in your project scope, you realized this stakeholder was not involved in collect requirement process, this could have happened because of _________________

a) Wrong classification of this stakeholder during identify stakeholders process
b) Not identifying this stakeholder in Project Charter
c) Not including activities to Interview this stakeholder in Activity List
d) Not identify risk of not involving this stakeholder in risk register

QUERY : What would be correct Answer ? (a) or (b)

This Question is from QUAMPUS where answer is (A) with explanation:
"This problem is related to stakeholder classification, you have not properly classified this stakeholder and that is why you are getting his feedback at later stages."

Plz suggest. . .

Answer A is more close. B cannot be true since you do not necessarily identify all stakeholders during Project charter creation.
