As per me 1st option should be the best option. Cut correct answer given is 4th. No matter what you assume correct way of logging an issue and getting it resolved is through Issue Log.

Ray is project manager for a strategic initiative in pharmaceutical company developing cancer drugs. There is perennial challenge in finding resources with right competence within the organization. He decides to escalate this issue with his Rita, his stakeholder. He sends him a long email and gets an acknowledgement of the mail. 2 weeks later in Steering group Ray informs Rita that in spite of her acknowledgement she has done nothing to ensure resources are identified for project and project is now delayed. What is true?

Ray should have formally raised an issue in issue log rather than sending mail

Rita did not decode the mail correctly

Ray did not encode the mail in right manner

Ray assumed that Rita has agreed to Rays mail
