Product Backlog Prioritization

Hello,

While the development team is busy in executing the sprint; the product owner will work on prioritizing the product backlogs. But if he needs to come up with the costing involved to develop the user story then how can he utilize the current development team? & can we show that time as a lag in the current sprint execution.

There is no need of lag in current sprint execution. Team and PO sees how much time is needed to refine the backlog and estimation. The team reserves time for it within Sprint.

Scrum guide say on an average 10% of Sprint time goes in such activities.

Can we say, that the developers needs to make sure to include 10% + Sprint efforts while doing the sprint planning?

Yes, 10% is just a recommendation in Scrum Guide. PO, SM and developers makes sure that a enough time is allotted to backlog refinement and estimation.
