How estimates in planning poker finalized?

It is a consensus based technique. PO or customer read user story and describe, and provide clarification to the estimators. Here each estimator holds a deck of Planning Poker cards

Values on these cards shows the number of story points, ideal days, or any other unit in which team estimates.

The team members discuss the work of user story, ask questions from PO if they need any clarification. Afterwards, each one privately selects on card to show his/her estimate. All cards are then revealed at the same time.

If all selects the same value, that becomes the estimate. If not, the estimators discuss their estimates. What all they think to include in this estimates. The high and low estimators should especially share their reasons.

After further discussion, each member reelects a card, and all cards are again revealed at the same time. This process is repeated until consensus is achieved.

people who do work, all should be involved in the estimation. In Scrum, it is development team so they need to be involved.
