User stories Estimations

When user stories get estimated? during the release planning meeting ? or when requirement is define by the customer?

If I talk about Scrum Framework - It has a Product Backlog. Which has a backlog of items, it can include user stories also.

Now product backlog has DEEP property.
D: Detailed Appropriately
E; Emergent
E; Estimated
P: Prioritized

So, whenever you identify a user story, you need to estimate to put in product backlog. because it each item has to be estimated (at least top items). You can identify many stories together and can sit to estimate them. Like in planning poker.

Now to get the idea when to estimate - You refine and groom product backlog continuously, and on an average 10% of sprint time goes in product backlog grooming. It is as per team when and how they utilize this 10% time.
