PMP question

You have just been authorized to manage a new project for your company. Which of the following best describes your first action ?
A. Create WBS
B. Develop Project Charter
C. Develop Project Management Plan
D. Figure out who has a stake in the project

Source answer given is C ,
but my answer is D , any explanation please.

The questions mentions that you as PM are authorized, this implies that PC is already developed
From the remaining options provided, D is next best options, as developing PMP will need identification of right stakeholders for their inputs to plan

Business case and agreements (output from conduct procurement process) are inputs for the first iteration of stakeholder identification before Develop project charter. So here some stakeholders are already identified and documented. So option C makes sense to choose.

The stakeholders list mention in PC is not exhaustive, developing PMP needs a wider engagement beyond what is mentioned in the PC.

Since PC is the input for PMP and already the key stakeholder list is available on PC,the PM shall start PMP which will be reviewed and updated iteratively.
